The 2025 IGCs GLOBAL TARIFF FRAMEWORK: A Blueprint for Peace, Equity, and Prosperity

This blogpost is the teamwork by our R&D, Technology, and Advisory at Sara Quantum Innovation Hub - pioneers of hyperdimensional luminous LUXARCHITECTURE™ with 6GIR | BIOME | NA6UN |GT2 - G-TRADE - UCO| GCIGS | LUXALLOY| ZERO WAR GLOBAL POLICY & PEACE TRADE - our upcoming technology park where the future of global technologies, investments, telecom integrated infrastructure and creative excellence come together to build a sustainable and advanced world.

Introduction: A World on Edge

The world is bracing for the fallout from the highest tariffs in nearly a century.

President Trump’s new executive orders, set to impose rates as steep as 35% on Canadian imports and up to 41% on others by August 7, are amplifying the chaos of a global economy already reeling from disruption.

The $1.5 trillion trade collapse of 2024, which spiked food insecurity by 20% in developing nations, and the retaliatory cycles that followed have widened divides, worsened inflation, and destabilized supply chains.

Yet, there is hope - led by the visionary Updated 2025 IGCs GLOBAL TARIFF FRAMEWORK UNDER THE REDEFINED UNITED NATIONS (R-UN).

This initiative, driven by the International Governance Council (IGC), aims to end tariff wars, restore equity, and lay the foundation for a Zero War Global Policy and Peace Trade.

Key Components of the Framework

One Global Standard – No Exceptions - A universal 10% flat tariff applies across all Nations, ensuring fairness.

The framework enforces a 10% flat universal tariff, ensuring all Nations - developed, developing, or underdeveloped - compete on equal terms.

  • Developing economies benefit from an 8% ceiling, supported by Compensatory Adjustment Credits (CACs) that funnel additional resources into infrastructure, climate resilience, and social equity programs. e.g., Kenya could gain $50 million for infrastructure.

  • This universal standard eliminates fragmented tariff policies, closing loopholes and preventing retaliatory cycles that destabilize global trade and foster equitable competition.

  • All domestic economic policies must align with this standard to ensure mutual growth and stability.

AI-Driven Governance

The framework’s backbone is the GCIGS Tariff Ledger, powered by AI analytics and Quantum Sovereign Blockchain (QSB4.0).

  • The GCIGS Tariff Ledger uses AI analytics and QSB4.0 (Quantum Sovereign Blockchain) for real-time monitoring and recalibration, ensuring stability.

  • Data from WTO customs and global trade pipelines feed predictive analytics, preventing crises before they erupt.

  • Domestic and global policies align seamlessly, as evidenced by successful pilot integrations with the African Union.

  • This tech backbone prevents conflicts of interest and enhances transparency.

Equity Through CACs

Compensatory Adjustment Credits (CACs) redistribute tariff revenues to support developing economies.

  • AI-calculated Compensatory Adjustment Credits (CACs) fund critical infrastructure, renewable energy, and social equity initiatives, ensuring no Nation is left behind.

  • AI models determine allocations using GDP per capita, Human Development Index (HDI), and trade deficit ratios, making the process fair, precise, and transparent.

  • redistribute tariff revenue to developing economies, funding infrastructure, climate resilience, and social equity projects.

  • This ensures all Nations, from Brazil to Bangladesh, thrive within the system.

Zero War Policy: Disarming Retaliation

The framework’s cornerstone is its ability to neutralize retaliatory tariffs.

By enforcing a single global standard, this global tariff framework with Zero War Policy, transforms trade from a weapon into a bridge for cooperation. Revenues fuel collective growth, infrastructure, and peace corridors, potentially saving billions in conflict costs annually.

Trade becomes a unifying force, not a dividing one.

This Zero War Policy redefines global relations, prioritizing peace over escalation.

LUXARCHITECTURE: Building Trust Through Infrastructure

Building Trust Through Infrastructure, Central to this vision is LUXARCHITECTURE - a luminous, hyperdimensional network of phygital (physical + digital) hubs, blending real-world and virtual trade systems.

These hubs: Anchor 6GIR telecom-integrated infrastructure for seamless connectivity. Facilitate trade corridors, like a renewable energy hub in Southeast Asia.

Replace conflict with diplomacy and shared economic opportunity.

This blueprint illuminates a sustainable, equitable trade future for all Nations.

Addressing Resistance

One Global Standard – No Exceptions We acknowledge sovereignty concerns, but fragmented tariffs have deepened inequality and fueled distrust. The IGC framework counters this:

  • No opt-outs, no parallel systems: Every Nation follows the same global rules.

  • Uniform implementation: All Nations align domestic policies with the global tariff framework, closing loopholes and ensuring stability.

Phased Roll-Out

Early adopters (e.g., EU, ASEAN, African Union) collaborate to test the system first, providing valuable insights for a smooth global expansion in structured phases.

This process builds consensus and strengthens the framework for all.

Equitable Support: Compensatory Adjustment Credits (CACs), calculated by AI, support all Nations - developing and developed - based on need, not adoption timing, fostering mutual growth and trust.

This alignment prevents trade wars and creates a level playing field, uniting Nations under a shared vision.

Why It Matters Now

The stakes are critical. This framework provides measurable global impact:

  • Reduction in retaliatory tariff escalations.

  • Poverty reduction through equitable revenue redistribution.

  • Increased infrastructure investments supporting sustainable development.

  • Climate adaptation projects funded worldwide.

These metrics will be updated annually in the GCIGS Tariff Ledger for full transparency.
