Proposed Global Tariffs A Path to Disarm Retaliations & Ensure Fair Trade A GCIGS-Powered Framework by the International Governance Council (IGC)

The global trade system is in crisis.  In 2024 alone, the U.S.-China tariff war triggered over $1.5 trillion in global trade disruption, inflating prices, crushing small businesses, and igniting a chain reaction of retaliatory tariffs. From 145% U.S. tariffs to 125% Chinese countermeasures, the world is caught in a geopolitical showdown disguised as trade. And yet, there's no global framework preventing these spirals.

Tariffs were meant to protect domestic interests. Today, they’re economic landmines. The world doesn't need more negotiations - it needs a new rulebook.

Sara Quantum Hub is stepping in with a bold solution: proposed global tariffs under the Global Combined Industry Governance Standards (GCIGS), designed to disarm trade retaliations and ensure fair trade for all Nations.

A New Approach to Global Trade

This new tariff vision comes from the International Governance Council (IGC), the central policy enforcement body under the Redefined United Nations (R-UN).

R-UN is a bold reimagination of global governance. And under it, the IGC manages all global issues - from trade and technology to ethics and equity -as part of the Global Combined Industry Governance Standards (GCIGS) initiative.

At Sara Quantum Hub, we believe trade should be a shared responsibility, not a battlefield. Our proposed global tariffs under GCIGS aim to:

Disarm Trade Retaliations: Break the cycle of escalating tariffs, like those seen between the U.S. and China, which have destabilized global markets.

Ensure Fair Trade: Protect developing economies with equitable adjustments, ensuring no nation is disproportionately harmed by trade policies.

This initiative introduces a balanced framework, including a 10% global base tariff and an 8% ceiling for developing economies, reviewed annually to promote fairness. Tariff revenues are redirected into infrastructure and social equity programs, supporting global stability and growth.

Why This Matters Now

The $1.5T global trade disruption in 2024 has shown that fragmented trade policies lead to chaos. Superpowers like the U.S. and China are pivoting to new alliances, leaving smaller economies vulnerable. Our proposed tariffs under GCIGS offer a unified, impartial approach to stabilize trade, reduce poverty, and create jobs - supporting campaigns like the #7DayChallenge to end hunger.

Welcome to the IGC’s Global Tariff Framework, where fairness, not force, drives trade.

Core Pillars:

Flat-Rate Universal Tariff (FRUT): 10% global base on imports and exports

• Equity Ceiling for Developing Nations: 8% max to protect emerging economies

• Balance-by-Design Algorithm: AI-powered scorecard weighing trade surplus, ethics, sustainability, and tech transfer

• 120-Day Review Cycle: All emergency tariffs must be reviewed periodically

•  CAC (Compensatory Adjustment Credits): Helps small economies offset trade pressures

•  Equity Monitoring System: Tracks real-time fairness across global trade flows+

What Problems Does It Solve?

• Ends tit-for-tat trade wars

• Disarms retaliation before it starts

• Protects smaller economies from superpower feuds

• Replaces emotional tariffs with data-backed policies

• Ensures predictability for global business and investment

How It’s Different from Legacy Systems

Why Now?

• Global inflation is rising

• Supply chains remain unstable

• Economic retaliation is the new warfare

• The EU is shifting its alliances

• The developing world is paying the price

This framework is ready for deployment, and it’s built to last.

Choose Trade Peace Over Tariff Wars

This is not just a policy memo. This is a manifesto for economic fairness.

It’s a direct call to policymakers, trade ministers, international institutions, business leaders, and citizens:

Disarm retaliations. End trade conflicts.

Choose a system that puts performance over privilege.

Join Us at the NATO Summit

We’re seeking to present this transformative initiative at the NATO Summit from June 24–26, 2025, in The Hague. By ensuring economic stability through balanced trade, we can support NATO’s goals, including raising defense spending to 2.5%-3% of GDP. Want to learn more?
